They do. 

If you wanna check the exact numbers for any tank go to https://blitzhangar.com, scroll down a bit and there is "Crew" section. You can change provision (above that section) and see how it affects the crew skills.

yes i've seen a few of them. Eu forum requires 250 battles before you can post on the main forum so maybe they were the victim of a bot attack before.

Not sure why the mods are not doing anything about these types of posts. 

 

As for 250 battles - not sure that is a requirement for the 'Newcomers Forum'. This is why these types of posts are only happening in this part of the forum.

I played this game for a very long time, I really liked it. With each update it got worse and worse and it became impossible to play for fun. I started acting rude and my account was blocked.
I am currently relaxing with the verajohn online casino.
