I'm not sure where you live, but if it's in Perth, then this might be your problem: SubTel Forum article. Apparently, the cable's having problems again.

My problem is as follows. I am not in Auz or NZ but I've been trolled by this game for a month, since 4.9 dropped. I haven't been able to get reliable green pings since 4.9. It varies between green and yellow in the garage, but when I click on play and get in a game, I have smooth graphics only until an enemy shows up; after that, the images jump around and my shots are delayed by over a second. I move forward and overshoot; I move backwards and overshoot; I get one shotted by being exposed in the open by such sluggish responses. The screen swims. My inputs cannot override the auto aim, so even if I move my aim away from a vehicle, the image continues to track. Very dizzying.

Although I have found the matchmaking a bit better in this patch, these "technical" problems are very discouraging. I am now just a noob as far as play goes.

That sounds like server lag.  That's been a common problem since the last update.

They found 2 faults with the Singapore - Perth submarine cable, 28km's and 231km's from Singapore. The farthest one will be repaired first with tentative repair date of 30May2018, no information on when the closest one will be repaired.
